BULLARD — The Bullard ISD Board of Trustees is scheduled to consider a voluntary resignation from Superintendent Dr. Micah Dyer at a special meeting set for 6 p.m. this Tuesday, October 13, at the Bullard ISD Administration building, located at 1426B S. Houston St.

The board will also discuss and potentially take action on naming an interim superintendent during the meeting. These actions follow the trustees' unanimous vote last Monday, October 5, to place Dr. Dyer on paid administrative leave. The district did not provide details on the length of the leave or the reasons behind the decision, stating only that the "development involves an active and pending personnel matter."

Following the October 5 vote, the district released a statement to parents and community members, assuring them that the action was not related to student misconduct. The statement noted, “The Board wants all BISD students, parents, and community members to know that this action does not extend from any allegations of any misconduct with students. You can all be certain that the Board remains fully committed to keeping Bullard ISD a safe place for all students, parents, employees, and guests.” The district also indicated it "aimed to be 'as transparent as possible'" given the circumstances.

Tuesday's meeting will begin with an open forum, allowing members of the public to address the board. Bullard ISD’s local policy limits public comment during special meetings to items on the agenda. Speakers will be allotted at least one minute, with the presiding officer having the discretion to adjust speaking times based on the number of individuals wishing to comment or to manage meeting time effectively.

Following the open forum, the board will move into an executive (closed) session for a private consultation with its attorney. During this time, they will discuss Dr. Dyer’s superintendent contract, a discussion permitted under Texas Government Code 551.071, which allows governmental bodies to meet privately for legal advice concerning litigation or attorney-client duty conflicts, as well as for personnel matters. After the executive session concludes, the trustees will reconvene in public to consider the action items related to Dr. Dyer’s contract, his voluntary resignation, and the appointment of an interim superintendent.

Dr. Dyer assumed the role of superintendent on March 30 of this year. His formal evaluation process began with a formative evaluation listed as an executive session agenda item during the regular meeting on September 14. Before his tenure at Bullard ISD, Dr. Dyer had over a decade of experience as a superintendent, having previously served at Lovelady ISD and, most recently, Cuero ISD in South Texas.

His educational background includes a bachelor’s degree from Kansas Wesleyan University and master’s and doctorate degrees from Stephen F. Austin State University. Dr. Dyer also attended Kilgore College on a football scholarship. He was named the lone finalist for the Bullard ISD superintendent position in February of this year and officially began his duties after the state’s mandatory 21-day waiting period.

The search for a new superintendent began in December 2025 when the district engaged Impact Education Specialists, a Sunnyvale-based firm. The process involved collecting community and staff input and screening candidates in January, followed by first and second rounds of interviews in February, before Dr. Dyer's selection.

Dr. Dyer succeeded Dr. Jack Lee, who resigned in July 2025 to become superintendent at Seguin ISD. Dr. Jan Hill, a Bullard ISD graduate with three decades of experience in education, then served as interim superintendent from July 2025 until Dr. Dyer officially started in March. Hill worked for Bullard ISD from 2008 to 2020, rising to deputy superintendent in 2014, and previously worked at Jacksonville ISD.

The next regular meeting of the Bullard ISD Board of Trustees is scheduled for 6 p.m. Monday, October 19, at the Bullard ISD Administration Building. This meeting was rescheduled from its original date of October 12.
